The Indian Police Service (IPS) is one of the three All India Services constituted under Article 312 of the Constitution of India. The IPS officers provide senior level leadership to Police Forces both in the States and at the Centre. The Police Division in the Ministry of Home Affairs (MHA) is responsible for Cadre management of IPS and Policy Decisions such as cadre structure, recruitment, training, cadre allocation, confirmation, empanelment, deputation, pay and allowances, disciplinary matters of IPS Officers. The Service is organized in 25 State cadres, reviewed after every 5 years. The Authorized strength of the Indian Police Service Officers stands at 4984 as on 01.01.2022.
Recruitment
At present there are three modes of recruitment to the Indian Police Service. These are as follows:
1. Through Civil Services Examination conducted by Union Public Service Commission,
2. Through Limited Competitive Examination conducted by Union Public Service Commission,
3. Through appointment of State Police Service officers by promotion.
Conditions of eligibility –
In order to be eligible to compete at the examination, a candidate must satisfy the following conditions namely: -
(i) Nationality –
(a) He must be
a citizen of India, or
(b) He must belong to such
categories of persons as may, from time to time, be notified in this behalf by
the Central Government.
(ii) Age –
He must have
attained the age of 21 and not attained the age of 30 on the first day of
August of the year in which the examination is held:
Provided that the upper age limit
may be relaxed in respect of such categories of persons as may from time to
time, be notified in this behalf by the Central Government, to the extent and
subject to the conditions notified in respect of each category.
Provided further that the upper
age limit shall be raised to 31 years for the candidates appearing at the
examination to be conducted by the Commission in 1990.
Educational Qualifications –
He must hold a degree of any University incorporated by an Act of the Central or State Legislative in India or other educational institutions established by an Act of Parliament or declared to be deemed as Universities under Section 3 of the University Grants Commission Act, 1956, or a foreign University approved by the Central Government from time to time or possess a qualification which has been recognized by the Central Government.

Training
All the officers of Indian Police Service undergo probationary training at Lal Bahadur Shastri National Academy of Administration, Mussoorie and Sardar Vallabhbhai Patel National Police Academy, Hyderabad. After successful completion of probation, officers are confirmed in the service. Also, there is provision for mandatory Mid-Career Training for IPS officers spread across the entire service span.
Basic Course. –

(2) The syllabus for each subject specified in sub-rule (i) shall be made by the Director before the commencement of courses and shall be forwarded to the Central Government for approval.
Examination.–
(1) Every probationer during the period of basic training in the Academy shall have to appear in the periodical tests and in the final examination.
(2) Date and time and the syllabus of the periodical test to be conducted in each subject during the course of training shall be determined by the Director, at least one week in advance of conducting such periodical test.
(3) The Director shall be responsible for conducting the Examinations.
(4) The dates on which and the location of places at which the periodical tests and final examination are to be conducted shall be notified by the Director in advance.

Appointments to other Organizations / Bodies
Indian police services IPS officers can be appointed in autonomous organizations/ sub-ordinate organizations/ PSUs/ UN Organizations/ International Organizations in various capacities. They can also serve as Personal Secretaries to Ministers in Central Government. A large number of senior posts in Central Armed Paramilitary Forces (viz, CRPF, CISF, BSF, SSB, ITBP, NSG), besides CBI, IB, RAW, etc are manned by IPS officers.
Procedures governing Promotions
IPS officers are eligible for raise in salary and promotions in their career span. The promotions take place after evaluating the performance on the basis of Annual Performance Appraisal Reports, Vigilance Clearance and scrutiny of overall record of the officer.
